How to keep cellophane wrap from falling back on mug gift set?

Hi I have finished doing 8 of these mug sets for my kids teachers,but i am stuck now that i am all done i dont know how to get teh cellophane to stay standing up??

how can i do this i tried tying ribbon around it and it falls?? any advice on how to keep the cellophane up and not falling back?

looks like the cup is too short to hold the weight of candy-try some Styrofoam in cup to push sticks into then cellophane should stay
