Is there a credit card gift card I can buy without an activation fee?

I saw in Walmart where I can get a Visa gift card with an activation fee of $0.94. I plan on buying multiple and don’t want to pay the activation fee. Does anybody know of a credit card gift card that doesn’t have an activation fee?
I know I’m being cheap about $0.94.

There’s not any….all of them have activation fees.
